The crime rate in Singapore is one of the lowest in the world although Singapore does have a very high incarceration rate, and sends criminals guilty of drug related crimes to drug rehabilitation centers (operated by the Singapore Prison Service) which arguably conceals their true crime rate. There are reports of petty crime such as pickpocketing and street theft which occurs at airports, tourist destinations, hotels and on public transport
Recently, several cases of
Housebreaking and Theft in industrial and
commercial premises were reported island-wide. Culprits would usually tamper with the access system of the office or building entrances to facilitate entry. Once inside, the culprit would force open the doors and drawers.
2 You can prevent your premises from being the next target by adopting the following measures:
a. Use higher quality padlocks to ensure that they will not be easily tampered with or forced open;
b. Ensure all doors, windows and other openings are well secured with close-shackled padlocks at all times;
c. Ensure that doors which are secured with electro-magnetic lock system are installed from the interior side of the door;
d. Install good quality metal grilles for the doors, windows and other openings to reinforce the security;
e. Use security chains/cables to secure items such as laptops computers and CPU, as an added measure;
f. Refrain from keeping large sums of cash and valuables within the premises. Keep large sums of cash in banks and valuable items in a high quality safe;
g. Light up vulnerable areas (possible access points) after working hours;
h. Install a CCTV system, an alarm system or contact alarm at the windows where possible. The surveillance cameras should be strategically located and prominent to cover risk areas and to act as a deterrent to potential housebreakers. Ensure that they are tested periodically and are in good working condition;
CRIME PREVENTION – A SHARED RESPONSIBILITY
CRIME ALERT – SNATCH THEFT TARGETING GOLD CHAINS
a. Avoid/wearing excessive jewellery or carrying large sums of cash;
b. When alone, always be alert and be attentive to the surroundings. If you suspect that you are being followed, remain calm and proceed to a more crowded area or call the Police to seek help;
c. When inside the lift, you should always stay close to the lift control panel. This would enable you to press ‘door open’ and exit in case a stranger rushes in just as the door is closing;
d. When returning home alone or late at night, arrange for someone to escort you home;
e. Carry a shrill alarm with you and use it to scare off the culprit or to attract the attention of passers-by

10,221 reported cases of loan shark harassment activities in 2006
a) Enhancing penalties in the Moneylenders Act The penalties set out in the Moneylenders Act were enhanced effective from 1 Jan last year, to double the fines and imprisonment terms for first-time offenders of unlicensed moneylending. For repeat offenders, imprisonment was made mandatory. In harassment cases, caning was introduced for offenders who commit damage to property during the course of harassment. Repeat offenders of harassment were made subject to mandatory caning when, hurt to person or damage to property is caused.
b) Confiscation of Assets of UML Syndicates Secondly, two offences2 under the Moneylenders Act have been gazetted as predicate offenses under Schedule 2 of the Corruption, Drugs Trafficking & Other Serious Crimes (Confiscation of Benefits) Act, or CDSA in short, on 9 Sep 05. In this way, unlicensed moneylenders who have been charged and convicted in court for these offenses, may have their assets seized and confiscated. The prospect of seizure and confiscation of the assets of illegal moneylenders and their syndicate leaders would make UML more unprofitable and unattractive.
C) It increased the awareness of loan shark harassment, hence advising people not to borrow from loan shark.

To be aware of the actions required to fight terrorism.
Continuous efforts are being made by the Police to raise the community's vigilance in fighting terrorism. This outreach effort employs a three-pronged approach. Firstly, we raise general security awareness through the mass media. Secondly, we reach out to both the grassroots leaders and the community at large through security briefings and seminars under the Community Safety & Security Programme (or CSSP in short). Thirdly, we engage groups of special interest (such as the private security industry and the managements of key installations and hotels) to encourage them to adopt measures that enhance the physical security of their premises. This initiative to increase physical security has also been applied to owners of soft targets such as nightspots and entertainment outlets.
2. Neighborhood shop-keepers also form another segment of the community which the Police have reached out to. Most recently, the Police, together with the National Crime Prevention Council (NCPC), the Federation of Merchants Association, and the Retail Promotion Centre, organized a "Neighborhood Retail Security Conference" on 18 Oct 04 at the HDB Hub. In addition to crime prevention messages, the conference emphasized the need for the shop owners to be vigilant and to act as the eyes and ears of the security agencies. This conference reached out to about 250 neighbourhood shop owners and was very well received. Similar forums will be conducted so that the Police can reach out to the rest of the retail industry.
